| About Master Teacher Certification |
The 2005 Georgia General Assembly passed legislation (Ga. Code Section 20-2-204) that authorizes the Professional Standards Commission (PSC) to establish the Georgia Master Teacher Certification Program. The legislation specified that the Georgia Master Teacher Certification Program's purpose is to provide the statewide recognition to Georgia public school Clear Renewable certified teachers with three years' experience who consistently demonstrate excellence in the classroom that is linked to gains in student achievement.

The first cohort of Georgia Master Teacher Certification program applicants were selected for 2006. (See list of 2006 Georgia Master Teachers.) a critical piece of the process begins at the local school/district level and involves school officials and central office leaders in determining that the evidence requested for the Georgia Master Teacher Certification Application is correct and is included in the application. The Superintendent, the applicant's principal and two other reviewers at the local level signs a verification of application form that ensures that the submitted application includes:
- The information (school, year, and/or grade) is entered correctly
- The ID numbers are the state test numbers rather than other I.D. numbers (such as the cafeteria numbers)
- There are no scanned or faxed student rosters
- Applicant name and Submitted Data Name match (Applicant's data is not submitted under wrong name or vice versa)
- Applicant submits data under correct category
- Directions are followed
- Applicant applies in correct category
- Applicant includes evidence required
- All of the 4 signatures on the verification page are included

The Governor's Office of Student Achievement (GOSA) runs data from student rosters submitted by applicants who teach grade levels and subject areas that are tested by the Criteria Reference Competency Test (CRCT) to evaluate for student achievement and gains.

The Georgia Professional Standards Commission reviews all applications and trains a State Review Team for inter-rater reliability to assess all applications that are 1st grade (because there is no previous CRCT-tested cohort of students) and grade levels and subject areas not CRCT tested (all 9-12 levels and subject areas, kindergarten, and all other areas not CRCT tested such as Art, P.E. resource Special Education, etc.). The assessment is based on clear criteria which include evidence that the applicant has a method or system for monitoring student progress, assessing and recording student progress toward learning goals that are standards based at planned intervals throughout the course/term/year, and submitting documents to support that process.

The Master Teacher Certification Program is implemented in phases in order to ensure a process for selection that is fair and reasonable. During 2005-2006, the Developmental Phase was implemented and engaged local educators in evaluating and refining the program. The evaluation and modifications efforts were addressed including the issue of how to include the present locally-funded instructional coaches in the application for the Master Teacher process. The process for application for Instructional Coaches is now included.
